How to decide, practically
Start from what you intend to do with the land, because that settles the question faster than any price comparison.
- Holding for appreciation with an exit in mind? Morni. Liquidity is worth paying for, and the tourist belt keeps a buyer pool alive.
- Building a house with land around it? Thapali. The rakba you can afford there changes what is possible on the plot.
- Homestay or small hospitality? Morni, and specifically the Tikkar belt. Footfall is the whole business model.
- Orchard or plantation? Either, but Thapali gives more land per rupee, and cover is already established.
- Not sure yet? Walk one plot in each. An hour in both valleys settles it more reliably than any table, including this one.
Both areas are in Panchkula district, so the Punjab Land Preservation Act applies the same way in each, and controlled-area rules apply the same way in each.
If you intend to build, the PLPA and CLU status of the specific khasra needs answering wherever you buy. No area in this belt is exempt from that question.
