Shortlist and visit the site

Fix your budget and the rakba you want before you look, or every plot will seem reasonable. On the visit, walk the boundary pillars rather than the middle of the plot, and ask specifically what the approach looks like in monsoon.

A dealer who only shows you land in good weather is not showing you the land.

Pull the revenue record

Three documents: the jamabandi, which shows the current recorded owner; the mutation chain, which shows how ownership arrived there; and the khasra girdawari, which records the crop and possession position. Ask for copies you can take away and have checked independently.

Check PLPA and controlled-area status

This is the Morni-specific step and the one most guides omit. Panchkula is a PLPA district. Establish whether the khasra is notified under Sections 4 or 5, and whether it sits inside a declared controlled area needing Change of Land Use. Do this before bayana, not after.

Agree the bayana in writing

Token money should move against a written agreement that names the parties, the khasra numbers, the rakba, the price, the timeline to registry and what happens to the money if either side does not perform. Brokerage should be written down here too, so it is not disputed at the registry table.

Register at the sub-registrar office

Get the mutation entered

Registry transfers the deed; mutation, or intkal, updates the revenue record to show you as the recorded owner and produces the fard. The purchase is not finished until this is done. Follow it through, and re-peg the boundary while you are on site.

Where buyers lose money in this market

Almost never on the price. It is the mutation gap nobody pulled, the khasra that turned out to be notified, the approach that washes out in August, or the bayana paid on a handshake before any record was checked.
